Hospitals are still performing fewer operations and scans each month than before Covid, despite being given billions more taxpayer cash.

Analysis shows the health service in EnglandĀ carried out 600,000 fewer procedures in the first nine months of 2022, compared to the same period in 2019.

The slump in activity, noted by the Institute for Fiscal Studies, has been logged even though its budget grew by nearly Ā£30billion over the same period and fewer people than expected joined the queue for treatment.Ā 

IFS economists suggested that health bosses will now struggle to meet their pledge of boosting pre-pandemic capacity by 30 per cent from 2024.Ā 

The overall waiting list ā€” already at an all-time high of 7.1million ā€” could keep rising ‘well beyond next year’ if the NHS fails to increase its activity, it said.

Think tanks told MailOnline that those looking at NHS productivity would think Covid ‘was still raging’, arguing the pandemic can’t explain why the backlog ‘continues to grow at such pace’.

Taxpayers who are ‘pouring unprecedented sums of money’ into the health service are ‘tired of hearing excuses’, they said, calling for ‘lavishly paid management’ to be held to account.Ā 

The NHS faces a ‘tripledemic’ of Covid, flu and the A&E crisis this winter and says it needs another Ā£7billion due to inflation.

It also has to contend with a striking workforce, with unions plotting to co-ordinate walkouts by hundreds of thousands of staff members this winter in a bid for better pay and working conditions.Ā

NHS staff can ditch usual standards of working due to ‘difficult’ winter, health service bosses sayĀ 

NHS hospital staff can ‘depart’ from ‘established procedures’ when caring for patients this winter, health service bosses have said.

In a letter to staff on Friday, chief nursing officers and regulators sought to reassure medics who are ‘fearful’ that they will be referred to watchdogs over their conduct.

They said: ‘When you may need to depart from established procedures to care for people, we understand some could be fearful that they will be referred to your regulator.Ā 

‘Please be assured that your professional code and principles of practice are there to guide and support your judgments and decision-making in all circumstances.

‘This includes taking into account local realities and the need at times to adapt practice at times of significantly increased national pressure.

‘In the unlikely event you are referred to your professional regulator, they will consider the context you were working in at the time.’

The letter states: ‘We expect employers, educational supervisors, professional bodies, national health and social care organisations to be flexible in recognition of the challenging and changing landscape we are likely to face.’

The letter was signed by chief nursing officers across the UK’s four nations, as well as Andrea Sutcliffe, the chief executive of the Nursing and Midwifery Council and Dr Sean O’Kelly, chief inspector of hospitals at the Care Quality Commission.Ā 

The IFS report noted that the NHS completed 12.4million treatments, such as hip and knee replacements and cataract surgery, between January and September 2019.

Over same period this year, just 11.8million hospital procedures were carried outĀ ā€” five per cent fewer than 2019.

This is despite the NHS pledging to perform 30 per cent more procedures than 2019 levels by 2024.

The NHS budget was boosted from Ā£124billion in 2019/20 to Ā£152billion in 2022/23 to support this goal.Ā 

But to hit this target, the NHS would likely need to already be increasing its capacityĀ ā€” with the IFS expecting it to be six per cent more productive this year.

The IFS said: ‘In other words, the NHS has treated fewer people from the waiting list than we expected, and so the number of people leaving the waiting list each month has been lower than we assumed.

‘All else being equal, that would lead to the size of the waiting list growing more quickly than we projected.’

The IFS published its analysis today, comparing how the NHS has actually performed so far in 2022 against projections it issued at the beginning of the year on how expected the health service to fare.Ā 

Its report also shows that despite wide concerns that millions of Britons would rush back to the NHS following lockdowns, 0.4 per cent fewer people joined the waiting list in 2022 than in 2019.

The research institute said: ‘This is below even what the pre-Covid NHS Long Term Plan growth rate would imply, and therefore suggests that there were relatively few missing patients returning and joining the waiting list.Ā 

‘All else being equal, fewer people joining the waiting list would mean the overall backlog growing more slowly than we projected.’

The IFS said its two findingsĀ ā€” that fewer people are being treated and fewer people are joining the backlogĀ ā€” ‘have more or less cancelled out’.

This means the NHS backlog hit 7.1million in September, which is between that the number of people in the queue would sit between 6.9million and 7.3million.

However, it warned there is ‘no reason’ to expect that these factors continue to offset each other and that the waiting list could spiral beyond its expectation that the backlog will peak at 7.3million in mid-2023.

It said: ‘If the NHS continues to struggle to increase treatment volumes, it is unlikely that waiting lists will start to fall any time soon.

A resilient NHS cannot be built by ‘patching’ it up, health leader warnsĀ 

A tough health service cannot be created on ‘stop gap’ measures and by ‘patching’ it up, a health leader has warned today.

Saffron Cordery, chief executive of NHS Providers, urged ministers to ‘inject some long termism into your thinking’ and to not take cash from areas such as equipment and maintaining buildings.

Next year, the NHS budget will rise to more than Ā£157billion. But NHS England believes it will still be short of around Ā£7billion.

Ms Cordery said resilience will be significantly undermined, if on Thursday, ‘the Chancellor and the Health Secretary agree that itā€™s acceptable to balance the NHS books by, yet again, raiding the hard-won capital budget’.

The capital budget is used for research and development and long-term investments in building and maintaining NHS land, facilities and equipment such as MRI or CT scanners.

Ms Cordery said: ‘After all, what is efficient about the mental health trust which has to spend hundreds of thousands every year in repairs to keep an outdated building going?

‘What is efficient about the backlog maintenance bill having reached Ā£10billion rendering buildings unsafe or unusable, putting operating theatres out of action and forcing patients to be treated in substandard conditions?

‘And finally, what is efficient about not investing in the means to digitise the NHS frontline?’

She urged ministers to take a longer-term view of the NHS, adding: ‘A truly resilient NHS will not be built by short term decisions, the kind that take us from now to the next general election. Patching, propping and stop gap measures are not lasting solutions.

‘Resilient systems are led by the evidence. That evidence tells us that the NHS is an investable proposition.’Ā 

‘At the moment, the NHS has only been saved from even higher waiting lists because fewer “missing” patients are joining the waiting list, either because they have continued not to seek care or because they have not been referred for hospital treatment even after seeking it.Ā 

‘This risks its own set of problems if people do not receive the care they need.’

The IFS concluded that the scale of the backlog will depend on how many patients the NHS can treat.Ā 

It added: ‘But treatment volumes have remained stubbornly below pre-pandemic levels for all of 2022 so far, and the target of increasing volumes by 30 per cent by 2024ā€“25 looks increasingly ambitious and potentially beyond reach.Ā 

‘If the NHS continues to struggle to increase its overall level of activity, waiting lists could feasibly continue on a rising path well beyond next year.’Ā 

Christopher Snowdon, head of lifestyle economics at the Institute of Economic Affairs, told MailOnline: ‘Looking at NHS productivity you would think Covid was still raging.Ā 

‘The pandemic helps explains why the backlog built up but it does not explain why it continues to grow at such a pace.Ā

An NHS spokesperson said: ‘Thanks to advancements in the way the NHS works, many patients no longer need to join the waiting list due to the specialist advice and guidance meaning quicker care for patients, and when taking this into account, the NHS is actually caring for more elective patients than pre-pandemic.Ā 

‘Hospitals have achieved this even as they dealt with higher staff absences due to Covid, reduced hospital capacity caused by issues discharging patients into social care, and higher than usual emergency pressures.’

It comes asĀ Health SecretaryĀ Steve Barclay this morning met with the heads ofĀ the six largest health unions, after they last night held talks about launching simultaneous walk-outs.Ā 

No deal was struck during the behind-closed-doors discussions, meaning devastating NHS-wide strikes will still happen this winter pending any last-ditch haggling between the two sides. Action could begin before Christmas and rumble on for six months, cancelling thousands of routine operations and appointments.

Officials argued the crisis talks ā€” Mr Barclay’s second batch in a week ā€” were more about workforce issues rather than specifically the pay disputes, although union bosses wanted ‘more than a box-ticking exercise’.Ā 

Mr Barclay will ‘continue to meet’ with unions.

Meanwhile, Rishi Sunak today claimed the pay demands were ‘unaffordable’ and any rise would be funded by the taxpayer, who is already ‘suffering rising bills’ because of the cost-of-living crisis.

Demands from the Royal College of Nursing, just one of the unions orchestrating walk-outs this winter, would cost the country Ā£9billion and ‘turbocharge inflation’, the Government has said.Ā
