Police have refused to move a homeless man living in a tent outside a woman’s home in Portland, Oregon, after he allegedly threatened to torch her home. 

Vivica Elliot approached the man to voice concerns about how close his tent was to her home – at which point he supposedly said ‘I’m gonna burn your house down’ four times.

The woman told KPTV police said they could not arrest him or force him to move his tent – provided to him by an Antifa group – because no crime had been committed.

According to Elliot, the tent had been provided by People’s Housing Project LLC, an organization that gives tents to unhoused individuals which is reportedly run by several ‘self proclaimed communists.’ 

In a statement, People’s Housing Project representatives said they are ‘aware that not everyone supports efforts to provide services to houseless folks.’ 

An investigation by one outlet revealed that the organization has been accused of being a ‘fake charity scam’ and that at least one member of the group was arrested during an Antifa protest in October 2020.

Video shot by the news outlet shows the orange tent mere inches from Elliot’s property. 

She said she noticed the large tent first thing Monday morning and that after she had issues with camps nearby in the past, she wanted to approach the man and tell them it was too close. 

After the scary interaction with the man, a police officer was dispatched but ultimately was unable to do anything. 

After looking into it, Elliot said she found the tent came from a group called People’s Housing Project who ‘provide emergency shelters for members of the houseless community,’ according to their website

She said that while well intentioned, the group does not fully recognize the extent of their actions.

‘I think it is misguided. I don’t think they see really what they’re doing to the neighborhoods and to the people that live here,’ Elliott said. 

Elliot now said she fears for her safety and the safety of her neighbors.  

‘It makes me nervous. It makes me really nervous. They’ve been in my yard. They throw needles in my yard. They throw trash in my yard,’ she said. 

‘I don’t know what to do,’ the woman told the outlet.

In a statement, a representative with People’s Housing Project LLC acknowledged the issue but shifted blame to the city’s overall failure with the homeless epidemic.  

‘As an organization that provides emergency shelters and services to houseless folks, we are very familiar with neighbors who are frustrated with the city’s failure to fix the housing crisis,’ the statement read. 

‘We are also aware that not everyone supports efforts to provide services to houseless folks,’ a People’s Housing Project rep stated.  

While the group has been focused on tent distribution for many years, efforts ramped up during the COVID-19 pandemic in 2021 after Portland Street Response was told to stop handing out tents. 

At the time, City Commissioner Rene Gonzalez cited a number of tent fires. 

According to an investigation done by The Post Millennial, People’s Housing Project is run by Bryan Kim, Zachary Forster, Breeze Pollard, and Joseph Cambroni. 

The Post Millennial states that Forster – a self identifying ‘commie’ on Instagram – was once arrested at an Antifa protest in 2020 where the Immigration and Customs Enforcement building was hit by protesters. 

Another member of the group, Pollard, was once arrested in Florida on suspicion of resisting a police officer, according to the report. 

Additionally the group members have repeatedly posted about being ‘communists.’

‘The greatest fear of the right wing: a Judeo-Bolshevik conspiracy against whiteness and capitalism’ Kim wrote in an October 2021 Instagram post.

Kim also used the hashtags ‘culturalmarxism’ and ‘revolution.’

Pray alleged the organization ‘fraudulently raised at least $60,000 in the name of houseless communities throughout the City of Portland’ through donations. 

The lawyer said the majority of that money – some 80 percent – went toward ‘personal and other expenses, such as t-shirts.’ 

At the time, People’s Housing Project LLC was not registered with the Oregon Department of Justice Charitable Activities Section, the letter from Pray states.
